Hoping for Pro-Entrepreneur Reforms in Cuba

Fidel Castro may be ready for a vacation, but many Cubans seem ready to tackle more challenging work – that is, by starting their own businesses. In this February 22, 2008 AP story, “Cubans Hope for More Self-Employment” the types of reforms that Raul Castro may pursue are pondered, including a loosening of the economy to provide more people the opportunity to become self-employed.

According to the article, only 3 percent of the Cuban population is self-employed (150,000), and the history of the entrepreneurial class has had its ups and downs. Some, however, are optimistic about the prospects for change. According to the AP article: “Raul Castro has criticized government inefficiencies and encouraged debate about Cuba's economic future. Now many believe he could open sectors of agriculture, retail and services to private entrepreneurs or cooperatives, though there is little expectation he will privatize major sectors such as energy, utilities, sugar or mining.”

However, others remain skeptical.

“'One goes, and there's another brother. Nothing will change,' said Ronaldo [a cobbler], who wouldn't give his last name, fearing he would be harassed by authorities if he is seen as a complainer.”

Our message to Cuban officials: Get with the entrepreneurial trend that is sweeping the world! SBE Council stands ready to help Cuba consider and implement pro-small business initiatives that will assist Cubans start and grow their own enterprises.
