After Herbert Hoover, all U.S. presidents, to varying degrees, have basically been free traders. But on the 2008 campaign trail, Obama played the protectionist card. And during his first two years in office, while talking up U.S. exports on occasion, the President was absent on trade, providing no leadership and failing to advance free trade policies.
But in early December, the U.S. and South Korea announced an agreement on revisions to a trade deal that was signed in 2007 but never made it to Congress for ratification...
